Can anyone identify this air cooled engine?

I got this engine when I purchased the the double acting piston pump. The engine appears to be complete apart from the maker plate and is siezed.
The fellow who was selling the engine pump combo at the swap meet was packing up when I happened past and asked what he would take for the pump.
We settled on a figure of $80 provided I took the engine as well. Can anyone identify it?

Looks like some sort of Villiers engine, possibly a "lightweight".

Not sure about Villiers - sump doesn't look right. BSA or JAP maybe?
EDIT - Had a closer look - I think Blue Cat is correct.
