Scammell air cooled engine help

Hi I have recently acquired a scammell air cooled engine, and connot fire much details for timing valve clearinces, I have looked for instruction manual on the web and have got no where fast, problem iam having at the moment is the kick start lever is missing its teeth, tried a rope , I pulled and puled until my hands are read raw, so I belted it my wolseley and all I can get is few coughs splutters and nothing else it wont run, and the carburettor I have never seen this type before, any ideas,many thanks john
