1946 - PETTER A11, GOVERNOR ISSUE

Good afternoon ALL, hoping that someone out there can assist please?

I noticed the Governor pin was retracted into the hole in the casing rather than pretruding against the Governor arm.

Iv'e since taken the casing off and found the rear pin - ball bearing and a plate broken in two pieces in the bottom of the casing, the outer pin was still located in the brass outer attached to the outer case.
I assume the broken plate should look like the second photo, it appears to be peened over to hold the pin in place?

Question is, I can make a new hardened plate as the broken one and a new pin, however I can't see any such part on any exploded drawings on the forum etc, can someone assist PLEASE.
