Stuart turner pump Empty Stuart turner pump

Hi I have the usual stuart turner pump . But I cannot get it to suck water . I’ve fitted a new leather cup washer , repacked the gland and cleaned out everything inside . The only thing I noticed are the seals on the valves are very hard . It was working fine last year and then just stoped pumping . Any ideas ?
